Why do construction sites feel like they can stop traffic whenever they want, shouldn't the trucks have to wait to cross the street instead?

I've worked on some and while annoying as hell, it is safer for the trucks and other traffic to do it this way. I grouse mightily.

I guess...but I hate it! They've also taken over a lane on the street...hospital being built across the street has done none of this..

Are they bringing in concrete trucks or the big steel beams? They often need a whole lane to be able to back those in.
