Yes, it prevents. With Melira in play, Monstrosity doesn't have -1/-1 counters when it comes in.

She unfortunately doesn't work like that. The counters can't be placed but Etched Monstrosity enters the battlefield with them.

Yes, if you control both creature. Melira will prevent your Etched Monstrosity from having a -1/-1 counter.
