Go for full value and hold it instead? Why do some cards say up to and other cards don't but still work the same? Why is this diff that SB?

Cards that say "up to" usually target the cards. Barter in Blood just says each player sacrifices. No targets on it.

Up To means you can choose 1 or 2 or 0. Sac 2 means "Sac 2 or if you can't 1 or if you can't 0"
