Cards that say "up to" usually target the cards. Barter in Blood just says each player sacrifices. No targets on it.

I think it was a value reference, not a rules reference. That's how I read it.

Up To means you can choose 1 or 2 or 0. Sac 2 means "Sac 2 or if you can't 1 or if you can't 0"

Yeah, I think he was talking about the tension of casting it to 187 one guy instead of waiting for more.
