Determine what video card you have and go directly to the manufacturers website (nVidia ATI/AMD) download latest driver

Oil Paint filter came up once, didn't work at all. I closed it, and since then - incl. restart PS and system - it just blinks open

and closes immediately [hence 'blinks']. W7-64, PSExt64*, 8 GB RAM, several TB HD, i7-2600K 3.4 GHz.

*I tried it with PSExt32, too, same problem, the filter dialogue just flickers open-close.
